주적, 무슨 뜻인가? 한자로 主敵 주되는 적 

대통령 후보가 현재와 같이 긴장된 한반도 상황에서 북한을 주적으로 명명하는 것은 옳은가?

북한에 지나치게 관대하다는 지적을 받고, 대통령이 될 경우 가장 우려되는 부분인 북한 문제에 대해 문재인 후보는 "주적"이라는 표현을 피해갔습니다.(He avoided giving a definite answer)

후보자 토론에서 불거진 주적이라는 표현을 쓰는 것은 대통령으로써 쓸 표현이 아니라고 문재인 후보는 말하며 북한을 주적이라고 표현하는 데 주저했는데요(he hesitated about answer), 이에 안철수 후보는 문재인 후보의 생각에 동의하지 않는다고 말해 가세했습니다

안철수후보는 북한이 우리의 주적

문재인 후보는 북한은 주적이 아니라 복합적 대상

안철수 국민의당 후보는 20일 문 후보에 동의하지 않는다며 북한이 주적主敵 이라고 밝혔습니다

문재인 더불어 민주당 후보는 4월 19일 KBS 대선 후보 TV 토론에서 북한을 주적이라고 부르기를 거부했기 때문입니다 (He refused to call North Korea the main enemy)

한편 안철수 후보는 서울 여의도에서 열린 방송기자 클럽 대선후보 초청토론회에서 "국방백서에 북한은 주적으로 명시돼 있는데, 남북대치 국면에서 북한은 주적"이라고 밝혔습니다

다만 "주적이면서 평화통일을 이뤄야 하는 우리의 대화상대이며, 결국 평화통일을 이뤄야 하는 상대라는 점에 우리의 고민이 있다"고 덧붙였습니다 

4월 19일 TV 토론에서 문재인 후보와 유승민 바른정당 후보는 주적 개념을 두고 논쟁을 벌였는데요, 

유승민 후보가 "북한이 우리의 주적인가" 라고 묻자

문재인 후보는"그런 규정은 대통령이 될 사람이 할 일은 아니라고 생각한다" 고 말했습니다 이에

유승민 후보는 "국군 통수권저가 북한을 주적이라고 못하냐, 국방 백서에 주적이라고 나온다"고 말했습니다

 

문재인 후보는 TV 토론 하루 후인 4월 20일 강원대 백령아트센터에서 열린 37회 장애인의 날 강원도 기념식 후 기자들과 만나"주적 개념 부정"과 관련해 전날 발언에 대해 부연설명을 이어갔습니다

"북한을 국방백서에서 주적이라고 규정했던 것은 과거의 일이다. 다만 지금 남북 관계가 엄중해졌고 북핵 위협이 실질화되었기 때문에 북한을 직접적, 심각한 위협, 적이다라고 국방백서에서 다룰 뿐이다. 유승민 의원이 국방위원장을 했던 사람인데 명백하게 사실과 다른 것을 전제로 그런 질문을 했다"

"북한은 우리의 복홥적인 관계에 있다. 북한이 군사적으로는 우리와 대치하고 위협이 되는 적이 분명하지만, 다른 한편에서는 헌법(대통령의 의무조항)에 의해 평화통일을 해야할 대상이다. 대통령으로 하여금 북한을 주적으로 공개적으로 천명하도록 하는 것은 국가 지도자로서 자격이 없는 발언"이라고 했습니다

노무현 정권 시절에도 북한에 퍼주기식 정책은 노무현 정책 반대자들의 중요한 거부이유였습니다

그와 같은 노선을 걸어가는 문재인 후보역시 북한에 퍼주기 정책을 할 것이라는 우려가 많습니다. 특히 사드배치에 대해서도 반대입장을 오랫동안 표명해 온 주적 거부 발언은 북한 눈치보기 아니냐는 비난에 불씨를 피워주게 되었습니다 

주적이라는 단어는 

95년 국방백서에 처음 등장

2004년에 삭제

2010년 이명박 정권 : 군에서 적이라는 단어 다시 사용

2016년 "북한 정권과 북한군은 우리의 적" 으로 표현

"주적은 영어로 main enemy, 혹은primary enemy state, major enemy 라고 하면 되겠습니다"

The remark came hours after the presidential candidate from the Democratic Party refused to call Pyoungyang the main enemy of his country in a nationally televised late-night debate that involved four other presidential candidates

They were Ahn Cheol-soo of the center-left People's Party, Hong Joon-pyo of the former ruling Liberty Korea Party, Yoo Seong-min of the splinter conservative Barean Party and Sim Sang-Jeung of the progressive Justice Party

The question about whether Moon considered North Korea the country's main enemy came from Yoo, who noted the communist state is described as the main enemy by the Defense Ministry

The Defense Ministry on Thursday explained the North has been described only as an enemy since a few years earlier, in an apparent move not to provoke the communist state

Moon apparently assumed a similar stance when he answered it was not appropriate for him or any other presidential candidate to label North Korea the main enemy

"I believe such a description is inappropriate for a presidential candidate to say. For the Defense Ministry, it is its job, but for a president, it is not something desirable to say"

His remarks could still backfire as they came amid growing military tension here over what South Korean and U.S. military intelligence have called a possible North Korean nuclear test in the near future

"Is Moon pro-North Korea?" such question was raised 

Moon's campaigner repeated the candidate only sought to unnecessarily provoke North Korea
